New 52 Third Wave Pitch: Department of Extranormal Operations







Over the next few weeks, I am going to try and post a few proposals for DC's eventual New 52: Third Wave. Mostly, they are the dream comics I would like to see, but have very little chance of actually happening.


This week: D.E.O.



Pitch:
The D.E.O. is one of many secretive organizations in the DCnU, but they are also the one with the most government oversight. So while S.H.A.D.E. and Checkmate play their shadowy games, Director Bones and his ragtag group of agents are forced to put out fires while adhering to as many of the rules as possible. The Department tracks down rogue metahumans and then they use their legal prowess to extradite and federally detain the ones that would prove useful in the future. Political intrigue, super-spies, and tense courtroom maneuvering! Borrowing characters from JH Williams III's Chase series, Marc Andreyko's Manhunter series, and Brian Q. Miller's Batgirl series, D.E.O. would feature some of DC's strongest female characters and most interesting government agents and spies!

Possible Writers:
Brian Q. Miller, acclaimed writer of the Pre-52 Batgirl comic.
Marc Andreyko, fan-favorite creator of Manhunter.
JH Williams III, writer/artist of Chase. (perhaps a consultant credit?)

Main Characters:

Agent Cameron Chase
Daughter of failed costumed adventurer Acro-bat, the D.E.O.'s most experienced agent. Also, she has a superpower...sometimes.







Agent Kate Spencer, Codename Manhunter
Lawyer turned masked vigilante, the D.E.O.'s heavy hitter in the courtroom...and one of their most daunting operatives.



Agent Stephanie Brown, Codename Spoiler
Former vigilante (under the names Spoiler). Eventually it would be revealed that she also assumed the mantle of Robin and Batgirl for a short time.

Agent Tom Tresser, Codename Nemesis
Master of Disguise. He can literally take on the appearance of anyone.







Agent Greg Saunders, Codename Vigilante
Time displaced, magical gun toting cowboy with a penchant for motorcycles. Sometime after his adventures in Shade #4, he mysteriously finds himself in the modern day.




Agent Shilo Norman, 

Codename Mister Miracle
Master escape artist.







Director Bones

Former villain turned gruff, cigar-smoking bureaucrat. Oh...he's also a skeleton.







Assistant Director King Faraday Long time Department Operative. Recently promoted out of operations, but finds reason to go back into the field as often as possible. He's the face of the D.E.O., at least in the secret closed door meetings with Washington, DC politicians.





Supporting Cast:

Damon Matthews
Kate Spencer's former law partner, now the D.E.O.'s other super-lawyer.

Ramsey Robinson
Kate Spencer's (possibly) superpowered son.

Dylan Battles
Former Gotham City Henchman, current D.E.O. Tech Expert.

Wendy Kuttler
10th level genius. She handles all of the D.E.O.'s computer stuff.

Elias Orr
The D.E.O.'s military liaison and tactical supervisor. Disagreements about his methods spark one of the book's major sources of conflict.

Recurring Guest Star:

Kate Kane, AKA Batwoman
She chose the D.E.O. over Batman, Inc. Director Bones will surely have big plans for her as part of the team.

Recurring Villains:


The Calculator
Villainous mastermind and strategist.

Dr. Trap
Metal-jawed mad scientist that killed Chase's father.

Medusa
Criminal organization recently introduced in Batwoman.

The Religion of Crime
An insane cult of evil that revere the immortal Vandal Savage as the biblical Kane and Kate Kane as their prophesied messiah.
